It depends. Where do you live? In my country, banks provide this free of cost. Most of the times it is called "shopping safe cards". That's the first place I would look in.

Depending on what you need the VCC for, some websites only accept certain types of VCC and some rejects certain cards, got to make sure which one first if not you gona waste your $$
