you can add your payoneer card on there for verification

Payoneer works with PayPal in any country. Just make sure the address on your card matches the address in your PayPal account. Alternatively, you can use Payoneer's US payment service to verify your PayPal account just the way you would if you had a US bank account. This is the best way to verify your account outside the US.

you can use entropay.com as well i have 4 paypal accounts using entropay vcc
