i've been using google to find out about VCCs but i cant find the answer to my questions. does anyone know....

1. if you are in US can you create these? where?

Supposedly there's some legislation that hampers the US ability with "creating" vccs. Paypal plugin works but its not as anonymous as most VCC users need them to be.
Other then that, buying the cards in person at your local corner store is the other way for US users. Other countries on the other hand have a bit more freedom

We create VCC from our bank debit card by using netsafe banking. With the help of net safe banking you can create VCC for the amount you required and such VCC will be valid for 24 hours only.
