VCC for newbies?

Hey guys, so my bank (usa based) is marking all my transactions as fraud - most of them are oversees.
Long story short i have make a couple of payments back home and only have the cash on hand of the local currency (yep, literally non US bills) - i believe the easiest route is to deposit funds into my PayPal account, but some of these vendors won’t accept paypal so im fucked

Here is where VCC comes into play. Im looking for something that resemblance the most a bank account (where i can deposit funds). Preferably visa or mastercard partner. Am I really looking for a VCC or should i start my search with some of this paypal alternatives?
(never used a vcc before so i have no conception of them)

Btw, the total amount of the payments i have to do is not very large, less 2k
