VBA or VCC? Which is the Best for US Paypal Verification?

According to your experience with Paypal which do you think is the best way of verifying US paypal.I live in a country which is paypal blacklisted and i want to open want a US Paypal Account. will also appreciate if you add some reputable websites or member here that sells VBA or VCC.
All suggestions are welcome

For my experiences:
To get verified us p4ypal you must completed 2/3 tasks
- verify your us bank account
- add your credit card
- add your ssn
Because you arent us citizen so i suggest you by vba and get verified. BUT you should think of add an avs vcc,if dont add credit card you cant send your us pp money through other countries, not verified accounts or newly-created accounts.

After surfing a few other threads I feel AVS-VCC should do it.
While it may be more safe, VBA is a bit costly tbh.

those 2/3 tasks are for increasing your selling limit, US paypal verification only requires you to confirm a bank. You can find vba's on many websites that sell vcc's
