There's several ways to make a VBA. If you have access to prepaid debit cards, its one way / step in the right direction.

Do not use allybank worst bank ever especially for stealth ebay accounts and paypal use (BOA, chase etc)

You need VBA to verify, when you use vcc to confirm

Want to have an US VBA. You must be us citizen and have SSN. I think it's only way.

Some banks will let you open an account if you're a foreign citizen with foreign ID. But you must physically open it at a branch location.
