VAST ad for Fluidplayer

Ive some tubes working on fluidplayer, now i want to create and play my own vast/pre-roll ads there. I found some paid solutions (pay per 1000 views) but there should be a way to facilitate myself right?

My question: i have the video.. how to make a vast ad/ pre-roll to implement in fluidplayer?
