Assuming metrics are the same how much more beneficial is a link surrounded by relevant content compared to link on an almost empty page (like a forum profile link or similar)?

Depending on relavance ect ...... Nobody can give you an ecaxt answer for that.

Well assuming a page has a decent TF/CF and the backlinks pointing to it are very relevent to the niche then it should be good right, even if there isnt much text and very few outbound links? @W9go

Always a contextual link is beneficial.
Moreover, forum and profile links are also beneficial. But they do not pass any trust.
Moreover, the pages don't have any authority. While a page with content will also get indexed easily.

This is a strange site. All of its content is not linked from the homepage. I think its like a members only site. But the homepage has pretty could stats (TF/CF 30+ and very targeted topical trust flow). These pages I am talking about are top level links (and there are only a few) from the homepage and so they also have pretty good TF/CF (25+).

But no content.

So I am just wondering if its worth paying for a link there.

You know if it is then it means all the link juice from homepage is flowing to others. This is the time to capture it. You need to check the anchor from which the site have most backlinks. Then use that anchor for your site. This will drain out the link juice from their forum site to your site.
And it would be great if it is relevant to your niche

Contextual > Non-Contextual...but Non-Contexual is needed for building a healthy backlinks profile.

Contextual links are links that are surrounded by text in the body of content, have a higher SEO value than links that appear in the footer or sidebar. it is the most difficult types of links to get, but they have a strong impact on search rankings.
