And I didn't catch, do you interesting in blog commenting or in guest blog posting?
1) Blog comments. I'm sure that it's work. If you will do it manually on good sites and without commercial anchor text. Use co-citations with wikipedia and other big sites.
2) Guest blog posting. It's work with quality posts on good sites.

Blog posting and blog commenting are both important on my opinion especially if you are going to do relevant high quality blogs and you're going to post them to relevant high PR sites. You could use blog commenting as a way to engage your readers and keep the blog active. By posting relevant comments or replying to the comments that your readers have posted you are engaging your visitors to participate, thereby increasing traffic.

It works for SEO and traffic. I suggest you to do blog commenting manually rather than using a bot or software. Try to create link on high PR and do-follow sites. Also keep in mind, create link only on relevant post.

There is definitely value in blog commenting, but from my experience they are better for driving traffic. Blog comment links aren't valued highly by search engines because they have been heavily abused. But if you (or someone you pay) post relevant comments manually to related & Active blogs - you will help to increase your authority in the niche. And hopefully get some people to click on the links.
Unfortuantely, it won't work well with software. Those will be crap comments.

Your question is unclear, can you tell me whether you need blog commenting software or blog posting?
Anything manual is good else your site will be penalized as spammer.

Blog commenting works, but only when it is done manually. Using a software would defeat the purpose.
Guest blogging also works, but only when you provide relevant content in reputable sites.

If you can convince folks that what you're saying on that comment is worth reading, they may click through to your own blog to read what you have to say there.

Everything is about quality not quantity, Find some high authority blogs in your niche or a broader niche which somehow matches the audience. Take your time try to be as much helpful as you can be while writing your comment and be neutral don't provide false information. These are some points i focus on while doing blog comments.
