USPS Your item was forwarded to a different address

I sold a package on ebay and had so many problems with USPS. First they're extremely late on delivery (it was suppose to be delivered on the 9th and it's now the 16th) and now they finally have the package in the right state (just not the right town) and it said "out for delivery" but then changed to "Your item was forwarded to a different address" what does this mean? i tried contacting USPS but the phones are to busy and they won't let me through. The address on the label was correct because i googled mapped it but still i receive this error? i didn't write the label out so i know this wasn't my mistake it was the USPS's mistake. Anyone ever experience this?

If Address is corrected as you googled it contact buyer n ask if he received the item or not

Ya but then all he has to do is lie and boom he has a free item PLUS his money back.
