Well i am working on small blog based on AdSense. So i am planning to build up some web 2.0 because i cannot invest on TLDs. Any suggestion or recommendation? Will this work?

Some information about the keyword:
1: It's a long tail keyword
2. The web pages on first page of Google uses content copied from the sales page (It's a software download keyword so basically it doesn't matter if they copy content or description of the software. This is my view anyway.)
3. Other pages has domain authority between 10 to 24

Web 2.0 alone probably wont be enough on their own, unless they are expired web 2.0s or you add some tier 2 links to them. Depends really as well how many backlinks the competition have.

Possibly, depends on the strength of competition.

I want to know how does the system work as i am new in the field of SEO. I have heard people speaking about Hiding PBN and a lot other stuffs. I want to know how to create backlink through Web 2.0 so that i can rank at least easy keywords.

Do you have any experience when it comes to buying domains (search for good expired domains)?
Do you have any experience with hosting (shared hosting, VPS)?
Do you have any experience with setting up Wordpress and configuring it?

If not so you can go with Web 2.0 ways. There are many ways to you can create and maintain your Web 2.0. Definitely manually creating Web 2.0 accounts would be the safest. Then you can import those accounts to a Web 2.0 software to have it post the articles for you. Or you can use that software to create Web 2.0 accounts too.
With Web 2.0 alone you can rank easy keywords. But you need to to have your own criteria of "easy keywords".

For hiding the PBN, the safest way in my opinion is shared here in my topic.

The problem with web2.0s is that you can lose them anytime for no apparent reason which is why tlds are recommended.

Well I would suggest to stay away from SEO, unless you have at least some budget to spend.

Network of web 2.0s, even expired ones, won't help you rank for even medium-easy keywords. Even if you pump the heart out of them, which would cost money again. You can try to target some absolutely super easy keywords with 100 a month search volume, but apart of that, don't expect miracles unless you invest. You need to spend money to make money. That's how SEO works.

Yes i have experience with buying domain, hosting and setting up wordpress. I am a web developer so i often use these stuffs. Can you suggest me the software used for posting on web 2.0? I have created my own tumblr scraper but most of the scraped tumblr blogs have PA 28 with very few backlinks from irrelevant niche. Does that help in ranking? I have tried this on one of my websites, the rank jumped from 54 to 35 but after that it was constantly holding that place regardless of new backlinks that i made through web 2.0..... I am new to SEO. Need help thanks

well it may work but you need unique content for each of the keyword and after that create more and more web 2.0 blog.
