I was wondering if a VPN would be ok since lots of the ppl on twitter use them

The few accounts a have in there were created with a vpn and still running with no problems

Use VPN from a less popular company, if your only goal is creating an account.

And for the phone verify, sooner or later twitter will ask. So, don't worry about it. Phone verify is a normal thing.
