this may be a silly quest. by a noob when i send a tweet to a user name using @ i.e @username will all the followers of this username see this tweet ? even this username does not follow me ?

If you begin the tweet with @username, only the people who follow both of you will see it. If the username is anywhere else in the tweet, then the people who follow you will see it. The followers of that person will not see it unless they follow you.

To also answer the OP, yes if the user isn't following you, they will still see your tweet, but only in the interaction tab.
