Using the voice of another video and adding subtitles

What happens if I want to use the voice recording from another video, lets say a speech or a motivational talk, but not using the same video, changing completely the video and adding subtitles to it, so I can target a different country that the video is supposed to be.?
 
Well, if you plan to upload both video and audio on youtube, be ready for copyright claims.. Apart from that, you can use filmora for using different audio for different video.. and for subtitles, I suggest using free software called Aegisub.. if you have futher questions, I'm ready to answer.. been working on video editing and subtitles as a hobby and learned from many tutorials on youtube.
 
You shouldn't have any problem if you use adobe audition or audacity to change the pitch of the voice to make it unique. But if the original owner finds out somehow, they may report your account
 
Thats a really interesting point. I'm assuming there will be a copywrite. Would you be able to translate the audio or do you just want to translate the subtitles?
