I don't see what prevents someone from using a proxy list with their PPI app and just downloading it themselves. Is there some other mechanism preventing you from doing this?

Don't do that. I don't know if you knwo the Alte*rvista network, they offer PPI campaigns and I tryed to cheat with proxies and make 1000 impressions (0,30/1 €) but my account was suspensed. This things are impossible because they can see who is this proxy and they know that is a bot.
EDIT: PPI I was thinking was a PPImpression. So don't do the Pay Per Install cheat anyway, you need to have a botnet to do it! In most cases the PPI network installs in your computer adwares and the goal of this adwares is to spy your pc to do market searches and give you targeted Ads, you think they don't know that you're using a fake pc?

You need to install this softwares, not only view! So you need a lot of pc's where install it. We're speaking about 1000/2000 computers a day to earn 100/200 $! It's matematically impossible.

Why do you need many PCs? Just: install, remove, change proxy, repeat.

Start a journey thread to find out how many installs you can do, payouts you can get, and the length of time before you get banned from that network.

If you're that clueless you have absolutely zero shot at being successful in this. It's bad enough you're tryin to scam them, but you don't even understand the most basic of things. When you install the program and it reports back that a successful install has been completed what do you think it sends them? You think these people are stupid enough to not have any other parameters or variables being sent? Even the most basic of setups would include the reporting of PC-Name at the very least, probably MAC address as well, along with who knows what else. The fact that you're completely naive to all this only shows your ignorance, and the fact that you're first attempt at posting here was to ask how and why you couldn't just scam some network only furthers it. I actually encourage you to do this, and I hope the network bans you about 2 days before payouts and crushes your little hopes of getting paid for this bullshit. Start over.

1. if they check manually they can know IPs from paid hosting and will know it's proxies .
2. it's not just proxies to check installs ! a lot of things like mac address ,pc name , cookies ,
logs files , browsers user agents ....etc .

seriously fraud does not go a long way! and networks are smart enough to know what you are doing and your account would be suspended in no time along with your legit earning.

PPI network will see that majority of users that installed app are inactive which is an indicator for fraud. Rather than trying to do fraud go and learn how to drive traffic to your app.
