I tested this once with a small client site. Mixed in a few low-DR PBNs with exact-match NAP info. Honestly didn’t see much impact, neither positive nor negative. But I did notice those pages deindex after a while, which kind of defeats the point for citations.
If you’re doing local SEO, real directories and niche-relevant sites seem to hold up way better long term. Safer too.

Using low-quality PBNs (Private Blog Networks) for local business citations is highly discouraged. They often create inconsistent or spammy NAP (Name, Address, Phone) listings across unreliable sites, harming local SEO instead of helping. Google easily detects and penalizes such manipulative tactics, risking your business's online visibility far more than any potential short-term gain.

It would not work. You wanna get the citations on websites that has a lot of traffic and is relevant.

I actually tested a handful of low-tier PBNs for local citations and quickly saw more downside than lift—those spun domains tend to carry obvious footprints that Google’s local algorithm spots and sidelines. You’re far better off building citations in established local directories or niche blogs with real editorial oversight. If you really want to experiment, mirror your test changes on a staging site first, but don’t expect low-quality PBN links to move the needle without risking penalties.

Nobody should even build low quality PBNs. You might want to try that trick in Bing with a domain that's deindexed from Google.
Always focus on quality, no matter what you do. A couple of good PBN links are worth a lot more than many low quality PBN links.

Yeah, it can work short term but low quality PBNs are risky. Better to focus on niche or local directories and high trust citations for lasting results.
