Using FFMPEG to make layered video to bypass Social Media platform moderation

I'm recently saw this thread at reddit about how the OP saw someone post "inappropriate content" in tiktok and the moderation let passed. He think they might be using layered video encoding to bypass it. Does anyone know how they do it?
