Using dedicated IP's VS a VPN with IP rotation for sending mail

I hope someone with some insight could share some knowledge regarding sending emails either by using multiple dedicated IP's, or through a VPN that is able to rotate IP's.

What are the advantages and disadvantages of both?

I prefere dedicated ip... it gives me total control
