Using Content From Expired Domain? Safe?

The site is still indexed.

If the website is in good standing or was in good standing. The archive of the website is still good to use?

If content is still index you cant use. If it got deindex then use it without any fear.
 
I know this is going to sound stupid but how do I know if its indexed or not?

if your website appear that means that is indexed, if not is deindexed
 
Many people rebuild sites on purchased expired domains with the old content they had. If the content is not spammy, go ahead and copy them over from archive.org. Nothing wrong with that.
 
Begin by checking whether it is indexed or not. If you see that it still is, it would be quite unsafe to use the old contents of that website. Also, to double check whether you can or cannot use the content, use Copyscape. It will do the entire job for you.
 
if its indexed there's no point using it.

Even if its de-indexed and the amount of the content is under 1k words, I would advice you to get new content written and leave it.
 
I have this expired domain and I have access to it's old content. Is it safe to use it in Google's eyes? Will i be slapped by Google for using it?

It is safe. Been doing iut for years. Still actively do it for front tier high pr sites and works.
 
Certainly, it will be safe if the content de-indexed. Check with copyscape before proceed further. It will help you to find whether the content still exists somewhere or not.
