Ok so I have looked around here, and can't find a solution. At least not any new-ish ones. But here is the deal.
I installed Bluestacks and Instagram on my PC. Everything worked fine.

I don't know if it matters or not, but I am in Germany at the moment.

Now, when I go to register, Instagram tells me my IP has been flagged as an Open Proxy and it won't let me register.

So I checked whatsmyproxy.com, and no Proxies were detected. - Checked Internet Options, again no Proxy. VPN is off and not in use.

I turned on my VPN and tried a couple different servers. Same thing..

Is there a way to fix this?

Now, let's say I want to use an Instagram account I already made a while back. When I log on and use Instagram is it going to tell me my IP is flagged and ban me? (haven't tried yet because I don't want to risk it)

Well thanks :)

Download proxycap & get private proxies. Look at the proxycap site how to do it with bluestacks

Instagram may prevent you from logging in but I don't think you'll suffer a ban if its an aged and verified account. You'll never know for sure unless you try it out.

Also, get instagram proxies to get around the problem you're facing now :)

If you already know you can't register with the blacklisted IP's, I wouldn't use them to run your current account.

Otherwise, you're just going to face problems in the near future.

Don't install instagram from the playstore. Instead - download and install instagram apk file.
That helped me resolve the open proxy issue.
