Using a companies name question

How can some people use a companies name in a url,without getting in trouble. for example paypalsucks.com is still up after being online for years. I have a emd with a dash for a Romanian Companies name but I live in the United States. Its a .info and I want to use it to list where you can get their product in the United States,and as a fan club of their products.

There are a few categories of protected usage of trademarks, often called 'fair use'. But those rules differ by country.
