How do I find out a user's Instagram phone number? Or make him respond to DM

Unless the user posted it publicly, you can't find that out. As for responding to DMs, you have to be someone worth responding to or be engaging enough to bother with.

Finding someone's Instagram phone number without consent is a violation of privacy . If you want them to respond to your DM, send a compelling message, engage with their post, reply to their story , or find their email in their bio if it's public.

If they don't want to publicly share number, you can't. Also, DM can go to spam if they don't follow you back. Are you trying to contact OF girsls right?
