Over the years there have been many debates on whether to use GA or not. Some think google analytics collects data and uses it against a website owner. Is this possible? What are your thoughts? Do you use it or not and why?

Depend on which type of site you are planning to use it. Personally I prefer to use it on my MS when I have average metrics.
Never use it in obscure sites, BH sites, or sites that a footprint should not be left. I prefer to use other metric sites like mixpanel or clicky.

Also I never use it in starting sites with low level of visitors.

But I don't find huge evidences that support the fact that it could damage your rankings for trustworthy sites. Just always have in mind that the G identifier may serve to connect the dots to identify a possible network from your own. But other than that I feel that it can provide a huge value, that might cost a lot with other solutions.

If you're just starting out, or have a few sites you'll be good to use GA. However, as @SirLouen mentioned, if you have something that you want to hide from Google don't use it. There's no evidence that GA hurts rankings, I find it a bit ridiculous though.

Of course I use. Each site owner should have the GA account .

GA is still pretty useful and efficient. But like what was pointed here, if you have something that Google will not like, don't risk it. Otherwise, make good use of it.

You should not make the mistake of using only google analytics to track your website's performance.. :)

My personal favourite is statcounter .com . I use it for all my sites

GA is useful to know your audience and how to perform better. Google only takes action if your site doesn't follow its policies.
