Use a proxy, go to jail?

Hi BHW members!
I am new to BHW, I was always clean and do a lot of white SEO for a long time but things just take forever to show up, thats how I decided to join Blackhat Movement :).

Back to my question, I came across this article saying that you could go to jail for using proxy?

Whats your take?

How exactly did you draw the conclusion "Use a proxy, go to jail" from that article? It only said it can lead to an increased sentence if used by criminals.

Don't get me wrong, I still disagree with the whole initiative, because the government has no business ininterfering in these things. But your conclusion doesn't make any sense whatsoever.
 
The article you linked is two years old and that proposal has already been voted on.

In short, they voted "no"
 
It just means don't commit a crime behind a proxy and if you do, expect a 25% harsher punishment.
