The endpoint server would have to be physically located in the specific zip code you are seeking. Is there a data center in that location for any vpn provider? If not, you have only one way to do it and that is to set up your own vpn server there.
Geolocation by IP Address isn't accurate enough to be used in this manner. An ISP gets an IP block either for the company as a whole or for a general area (usually statewide) and then randomly gives them out to customers. Best you're going to get even if you actually lived in that zip code is a geolocation to the state with it giving random towns within that state.
