I dont know what volume you're trying to use VCC (perhaps account verification) -- but if its just for your own accounts (and not a bulk service) why not open a payoneer and "fund" it with a limited balance.

Once upon a time I used these virtual maps too, but I stopped it. Similarly, I can only recommend Payoneer or PayPal
