Usa accounts provision problem

When I create ads from Turkey accounts with Turkey payment method no problem. Getting high threshold and ads are running. BUT when I create ads from USA and Canada accounts with same way these accounts want provision and verify payment method. All same just locations are different. I tried mobile residental and dc proxies but nothing changed. Are you creating ads with new created accounts in Usa or Canada? Is it want verify payment method?
