US Taxpayer Status - Message From Paypal

Hey guys, i received a message in my email from paypal asking me to confirm my taxpayer status. The account is not US account but i have payoneer bank detail of a local bank attached to it.

Do i fill the form as a non us citizen or i should ignore? has anybody had such notification and how did you deal with it?
