I think you should have a time gap for each operation so that Facebook doesn't hunt you down with unusual errors before trying it out. For example, you log in to your account, 12 hours later add a payment method. then 12 hours later then go to campaign.

Instead of buying a proxy to create an account, I think you should buy an account there to make it faster and more secure than creating your own account. The person providing you with the account will partly guarantee that the account can be locked.
 
If you use FakeIp to create an account, it will definitely be scanned. The best way is to buy a US-UK account.

You can rent a US phone number to create an account, then add your hotmail for security, although there are many risks, you can refer to this method.
