US Dynamic high speed proxy?

I need an advice or idea

how do i do this: connect to a proxy or something similar in US
*reconnect and each time my ip changes
*for example here in london i connect to BRITISH TELECOM ADSL
*and each time i disconnect and reconnect i get new ip from the pool
*is it possible somehow to do that in US or CA?
*so to say proxy but not static

try google for "remote dsl", that would be a dsl line through VPN or similar.
Usually they lock you up on a contract + have pretty high fees.
