I would like to get your suggestion on url submission tool.

What would be the best ( send to thousands of directory, blog, rss ect ... )

Could be paid or free ...

Like the 2 posters above, I'd recommend GSA SER. It has a steep learning curve, but spend some time reading tutorials and forum posts, create some test campaigns to rank/juice up some web2.0s and you'll soon get the hang of it.
