is best way of url structuring, Url should be short and keyword rich

Even though I use dash on my own sites it's hard to argue with Wikipedia's ranking success :-D... In the end your content and authority matter more than all the "small time" ranking factors like keyword-in-url.

Keyword in url is really matter at all

just for example we search for seo company in gurgaon
the url structure should be like site.com/seo-company-gurgaon , a short and keyword rich url

I think "-" is better than"_" for the seo point of view. Use "-" in all URL structure than see wonderful result .
