Does cloaking work with url shortners?I mean will the url shortener link still be detected

It depends on the shortener. Some allow Direct linking, which would register as "No Referer" on the destination site, some show the actual link that the shortener provides.

I think most URL shorteners are using the 301 redirect and it does not do the double meta refresh thingy thus most of it does not cloak the source at all, and could leak such information out.
Still, you can use the double meta refresh or other cloaking techniques, and then use the URL shorterner in front, and that would work accordingly, but it will slow down the loading time due to the redirects.
