As long as its a 301 redirect they will all pass a percentage of value but its best to make your own URL shortener so that you have control bitly and adfly can delete your links and could cost you a lot of time
you are able to use SER as shortener bot in case you like to know. just create a new project, import your URLs to the project, select all shorteners engines and you are good to go.
this are 65 services. i don't know if i miscounted them before as i said that there are 80, but some of those services support more than one shortener url.

if you want shortners that last then go with bitly and other high authority sites, otherwise theirs one tool of which the GSA guys made check their site.

I think bubbaranks nailed it. I just found an article on rebrandly's blog with the file path ending: /vanity-url-can-help-websites-seo
One of the take aways I got was that link shorteners use 301 redirects, which can pass the juice along.
As for link shorteners of choice, I like goo. gl because the some of the others mentioned limit the number of days it will save your analytics data for. I don't believe goo. gl has a time limit on data. I've got some short links that have been tracking for more than 2 years.
