URL shortener as tier2 website - What do you think?

I just found some ex URL shortener domains with 2-3K RD and 10CF 30TF. Mixed anchors, mixed quality backlinks.
Is it good idea to rebuild these domains with a new URL shortener script and use it to tier2 website?
I plan all 404 URLs to redirect to homepage, and set header X-robots-tag to noindex/nofollow to shorten URLs.
 
dam. your lingo sounds like some "CS" or "WoW" lingo from nerds.
 
Aged non active Tier 2 non contextual backlinks? Pretty much garbage and their value is on a decreasing slope sure to turn to zero soon unless you want to pump more air into the balloon ... then by all means TF, PA, DA, CF with RD's and MA's with MQB's
