URGENTLY! PDF to Wordpress theme

I need somebody to convert PDF to Wordpress. All details here:
Responsive and fully visible on multiple devices: computer browser, iPad, iPhone.
- Display embedded videos (streamed from vimeo.com)
- Apply Avenir font in a number of weights throughout the site
I want to know :
a) Please explain in technical terms how you would convert the flat design to a WP template.
b) What would be the total set up cost? (Including a back office for updates)
c) The 'Case studies' pages will include images and video with different proportions and sizes. Will that be a problem when creating a template for this section? Or when adding new pages in the future?

1. Landing page: Submit a password to enter site.
2. Introduction page.
3. About: CV.
4. Work: Overview of 6 past projects, each case study includes a written paragraph and a few images and embedded video files (streamed from vimeo.com)
5. Contact: Contact information.
