Urgently need solution

The user bought an item from me on ebay and the money is on my paypal balance but i can't pay with money on my paypal balance but I need to pay something first so I can give buyer his item, so I need to pay with paypal balance, but PayPal want to charge card first, sorry for bad English

You can't use paypal balance. I have similar issue for years, and i think it happens because purchases i make are always international. I am forced to use debit CC . Only way to use PP balance in my country is when you have PP without linked cards or bank accounts. Then it lets u use your available balance. It worked on one of my paypals before i linked any card, so im not sure if removing cards will have same effect.
If your money is on paypal hold , there is 0 chance you'll use it

If you are really out of options, unlink your card , and retry the purchase. I don't guarantee it will work, but its worth a shot
