I have a small office with the 5 people of team. I want some one who can manage my 4 people team as a Team Lead Freelancing.

no offence,but for 200-400 no one is going to teach and organize your team

$200-$400 would be less to lead, I hope you'll get some quality one.

OP, for that money you'll get only a noob as a team leader. If someone knows proper SEO he can generate at least 100$/day working on his own projects with minimal work. Bump up your budget or figure something else out.

I recommend just learn one month seo then hire someone.
