I want a very stable & blazing fast software (will not ever crash) to be developed, which will be run on high-configuration RDP and the software will perform 2 distinct tasks and the software must be able to run with 1000+ threads for these 2 tasks :

Task #1 - I have a list of 100 million unique URLs in a Notepad file and I will input these URLs in 10 batches of 10M in the software. This software will divide these 10M URLs in 1000+ threads & search for a certain keyword as an "anchor text" (not just plain text) in the source-codes of the URLs in the 1000+ threads and if the "anchor text" is found, then it will go to that URL and then in this URL if 2 certain keywords are found and if 1 keyword is not found, then this software will copy the URLs of these webpages and store in a Notepad file. After these 10M URLs are completed, then the software will export the "found" list. *a little addition will be here but it's very minor and I will tell you that before I give you this project*.

Task #2 - This software will fill-up forms along with CaptchaByDeath captcha solving ability and will click "submit" or whatever button automatically. I will input all the informations required to fill-up the fields & forms. Again there will be 1000+ threads and the 10M input at a time for 10 times (total 100M).

MY BUDGET IS $300
 
this is atleast $1000, revise your bot to 100 threads and a change the fuctionality scope a bit to simplify and make it cheaper/$300, for now im thinking $1500.....but anyone else can disagree.

$1000/$1500 is way out of my reach.
 
I honestly don't see anyone taking this job for $500, let alone $300. This will take a decent amount of time to code and the testing will not be the easiest thing either. And after it's done, you will need some really really good machine to run 1,000 threads along with some really high Internet speed. If you can't afford to pay more than $300 for the development of this, how can you afford such a high-end machine and Internet speed then? Not to mention the amount of proxies and captchas you'll need and their costs.
 
Can create this if you're willing to bring the specs down or at least let us know what kind of system this will be running on.

I can lower the number of threads.
I will run this software on an RDP costing upto $75.00/month, so you can imagine the kind of configuration & internet speed this RDP will have.
 
OP, your specs are not properly though out.

A better way is to say what task you want performed, the size of your input lists, and let the programmer decide the design specs based on your budget.

There is a lot of issues here which you are not seeing.

My advise is to cut your server budget by 50-60%. Anything over $30 is overpaying these days.

Give that money to the programer to make a better software. The software will be doing the job, not the hardware. Paying big money on a server, but trying to get the bot made cheaply makes no sense at all.

In fact since your list if really big, spread the task on a few different servers. Ask the programmer to make the bot run only 100 threads, but run the bot on 3-4 cheap hosted desktops.

You'll get the bot made in $300, still save money on your server hosting bill, and it will still run more efficiently than a $1000 bot.

You dont need 1000 threads OP. All you need is 1000 sockets (its called multisocket programming) and a couple of threads. With sockets your grandma's PC will be enough to handle the task.

You would need 1000 threads to open 1000 simultaneous socket connections, you can have one socket connection running 1000 simultaneous threads but not one thread making 1000 concurrent socket connections.

He's still talking about downloading over 500GB of data at "blazing speeds"

I was basing this on the task as a whole (list size, not thread number, which is grossly exaggerated anyway).
 
Excuse me if I'm wrong, but for 1000 threads will need at least 10GB RAM and don't think 1000mbps connection will be enough... As I understand it will works with simple XML dom parser + PHP + some JS macro or UBot.
$300 is not serious! You will need not a person, but a company!
