Hello, I am going to hire upwork freelancer for the first time. My problem is specific, and seems doesn't have simple solution so I have question. If freelancer tried spent couple of hours and we didn't get results, problem isn't fixed, do I still have to pay?

My problem is to fix adsense cpc, rpm. I don't know why it dropped to 0.00, So I think it's not easy to diagnose and solve. That's why I have this question. If hired freelancer is unable to solve it Do I still have to pay them?
