Probably based on country.

Forget upwork, try micrositeworkers and others.

It's an easy fix bro, also you don't need to pay anyone just to get accepted into upwork, lol. I got the same message some time ago. Don't be lazy and try to make a decent looking profile: try adding some highly valuable skills, something with programming or AI, we don't know what you specialise in, so we can't say exactly what to choose, but try finding on upwork other profiles that are related to your work-category and try making your profile similar (don't forget to add some education and past experience - even if you don't have one, it's very important, make it up, but don't go overboard), also add nice photo and most importantly - write decent descriptions wherever they ask nowadays. I'm sure you know what CV is and important it is in todays world, so try to make your profile look as good as you possibly can!

P.S. Getting profile accepted is the easy part, the hardest part will be sales, so be prepared to hustle - you'll need to get reviews/testimonials in order to win jobs on Upwork.
 
It feels like Upwork keeps making it harder and harder to get in. I think maybe a trick would be to get in using a profile showcasing skills that are currently in high demand on Upwork and later on you can switch it back to what you can ACTUALLY offer, this is all if you can only carry out easy tasks like data entry, VA, etc. Otherwise, the previous replies seem about right.
 
I had the same issue its not about your abilities its either that you tried to make two accounts with the same email or you tried to join from many computers at the same time
 
I had the same problem. I changed the content of my profile a little bit and applied again. Anyhow it worked. I guess it is just a little random.
 
Did you fill out all the information in your profile, what is your skillset, do you have a portfolio? These are important questions to ask before resubmitting your application. If you are only a data entry assistant or something that does not require much specialized skill it may be harder to stand out from the crowd.
