Yeah, probably just to attract watched and subs nothing for monetization.
 
They might be using music from royalty-free libraries that provide music specifically for content creators.
 
The only thing you can do is remix tracks in shorts if your a USA user atm I think. Wouldn't worry about other unlegit methods, if they are rolling that out world wide, opens up the door for more "creative use cases!"

That´s not that difficult. You need to add certain layers in the video so they can not catch you with copyright

They are not monetizing it. This can be to grow channel with subscribers.
