Hi, I need to create a new blog and upload html,pictures,java scripts etc to it. Is this possible to do with Wordpress? As far as I understood it isn't with blogger.

You can do whatever you want on a self hosted WordPress blog.

What if I don't want to pay for the blog, can I still upload the files as it's going to be a landing page that is already designed

If you choose to go with a free wordpress.com hosted blog then you're very limited - no plugins, no javascript (I think), even your account could be suspended for various reasons. In order to take full advantaged of WordPress and your site you should really invest in a domain and hosting. If you're scared to invest $15 then IM may not be for you.

wp is the best of all as in it is way easier to handle, no matter you are a programmer or not you can upload and manage your content easily!
