What you're doing is counter-productive. YouTube have become pretty effective at detecting video spam in recent months. For videos that have content Id enabled, it only takes a few seconds for YouTube to detect duplicate uploads. However, for videos like yours that don't have any content Id, it might take up to four weeks, but eventually the duplicate video will be detected and the associated YouTube account terminated for spam.if i use the same or nearly same descriptions and tags for duplicate vids im uploading on seperate accounts (but for diffrent cities) would it negativley effect ranking somehow? or cause trouble if i use same ip?

Yes, perhaps adding an intro and/or outro clip would make your videos more originalor used movie maker to create branding in the begining or end would that make it unique enough to not get banned? would using proxies to hide or switch my ip work?
