if i use the same or nearly same descriptions and tags for duplicate vids im uploading on seperate accounts (but for diffrent cities) would it negativley effect ranking somehow? or cause trouble if i use same ip?

doubt it would effect your ranking, although same ip = if one gets banned theres a good chance they all will.

What you're doing is counter-productive. YouTube have become pretty effective at detecting video spam in recent months. For videos that have content Id enabled, it only takes a few seconds for YouTube to detect duplicate uploads. However, for videos like yours that don't have any content Id, it might take up to four weeks, but eventually the duplicate video will be detected and the associated YouTube account terminated for spam.

these videos are plr videos....if i added annotations or used movie maker to create branding in the begining or end would that make it unique enough to not get banned? would using proxies to hide or switch my ip work?

if i added annotations
No annotations won't help

Yes, perhaps adding an intro and/or outro clip would make your videos more original
would using proxies to hide or switch my ip work?
No

How about you put it under Creative Commons license, that way anyone can upload your clip and if you watermark it it is good.

You wont risk ban for doing this but YT only shows 1 of the duplicate rankings in search results, making this pointless.

Why risk your account doing this? Just upload one video an do all the right things to get it ranked. You'll learn, last longer in the serps and make the time you invested worthwhile. Look at the long term picture :)

I don't see any potential problem here as long as you upload PLR videos.

You may use "md5 hash changer" to make your videos unique before you upload it....
