Update pages each 15 minuts You cant ping the 'same blog' so often why ?

I was looking in RSS and doorwaypages, so i made like they sais
"LEARN THE NEW NICHE TECHNOLOGY HOW TO HAVE THOUSANDS OR MILLIONS DOORWAY PAGES LEADING TO YOUR MAIN SITE - THAT AUTO UPDATE EVERY 15 MINUTES WITH FRESH CONTENT USING RANDOM RSS FEEDS,"

so i do it but i use too pingoat and ping each time i change page
the trouble the second time i submit the new change and here what he told me

"Oopsie!
You cant ping the 'same blog' so often. Give pingoat some rest!"

So i need to ping 1 time is often or for each change (every 15 minuts look like too quick for him)
