Unpaid Balance

Hello. I keep getting an unpaid balance error for the last 1 week.
I'm getting this error even if I have a balance in my account. I even got it on the active account after the appeal. Why does this occur?

I tried different credit cards.
Even the non-ad account has an unpaid balance.

I tried different premium proxies but still getting unpaid balance. On new accounts.

I also tried different bank cards, different country cards. I guess this is google's fault. I believe I can overcome it with the right method.

This is a problem because the account is on hold. Disable the account. Open when you want to open ads.

Also, keeping the account unbalanced will reduce the recommended budget. Keep the accounts you don't use disabled. gads likes fresh account

Did you figure anything out?
Appealing again after unpaid balance seems to always trigger a duplicate case by me...
Also looking to overcome this headache
