Tl;dr Unity will retroactively charge people 20 cents per install of a game. This includes runtime execution (online web games) and, although they deny it, they admit they can't get any more than generic information so most likely developers will also be charged for pirated copies. It gets even worse though, Read into it.
John from Lost relic games (you probably know him from all his tutorials and devlogs) goes into a good explanation of whats happening.
