Unique Situation: Offsite SEO Advice

A friend of mine has several positive articles written about him in leading media publications, some rank high, but some do not.

I managed to get one article on the first page by posting it on several forums, where it got replies and a good amount of views as well as social media shares by using my social media network, but obviously this is a bit ghetto!

The second article I'm going to try and rank is on a website with 82 DA, and 62 PA.

I am thinking of buying high PR backlinks and social signals for it. Do you guys think I should bother getting quality links with high PR or will the link quality not matter much because the website I'm buying links for already has a high DA/PA?
 
Subscription on high PR blogs will cost you very much, you can focusing on Niche Guest Posts.
 
These links will matter a lot since the page where link is posted has no direct high authority sites linking to it.. This is what many people successfully do - use high authority of a site and rank a single page on this site faster than it would need to rank a new domain.

The quality of links always matter nowadays. Try with few high pr links and see results.
