How many black hat world users use the site unfollowers for twitter? Is it an effective way of unfollowing people that don't follow back? Does twitter have any penalties for using it? and is there any risk with it?

I cant vouch for that site. I personally use Tweepi.
It's pretty much the same you can follow, unfollow users that dont follow back and so on.

EDIT: I follow 600 everyday, when my following ratio is crazy compared to my followers i wait 3 days then unfollow users that dont follow me back.

How old is your account? I have one from 2012 and I follow around 1k a day and unfollow 5k at a time sometimes
 
manageflitter is my fav for unfollowing by far.
