Unexposed when actually searching on Google

I have a situation where the main keywords are consistently recorded with daily exposure in Google Search Console, ranking between 2nd to 4th positions upon visibility.

However, However, when actually searching on Google, the website doesn't appear in the expected rankings.

The reason seems to be that Google randomly exposes the site occasionally. Has anyone experienced a similar situation?

Analyzing the keyword difficulty and the competitor's pages during the displayed rankings indicates that our site isn't weak. Aside from link building, does anyone have alternative insights??
 
how old is the site? And where does it rank (mobile or desktop)? As far as I know google has different systems for different devices, so it's possible that you've checked on one device (desktop for example), but your rankings exist on mobile devices...

I am aware that keyword rankings vary between mobile and PC. However, despite the fact that our page has been live for three months, it only occasionally appears on Google without achieving stable visibility.

Rankings can vary widely depending on the user's location, search history, and device. If you're checking rankings manually, make sure you're doing so in incognito mode to reduce personalization effects.
 
You can check either in analytics or google search console, from where you are getting that exposure (mobile, desktop, location etc, snippet etc.)
